National Energy Administration releases policy interpretation of "Guiding Opinions on Energy Work in 2025"

In order to thoroughly implement the relevant decisions and arrangements of the CPC Central Committee and the State Council, practice the new energy security strategy with higher standards, do a solid job in energy work in 2025, and help my country's economy continue to recover and improve with high-quality energy development and high-level energy security, the National Energy Administration has studied and formulated the "Guiding Opinions on Energy Work in 2025" (hereinafter referred to as the "Guiding Opinions"). We now interpret the "Guiding Opinions" from four aspects.

Background

Formulating annual work guidance opinions is a task clearly stipulated in the Energy Planning and Management Measures, and is also an important measure for the energy industry to unify its thinking, form synergy, and promote high-quality energy development. In 2024, the energy industry will thoroughly implement the decisions and deployments of the CPC Central Committee and the State Council, take the new energy security strategy of "four revolutions and one cooperation" as the fundamental guideline, coordinate the promotion of high-quality energy development and high-level security, further enhance the energy security guarantee capability, and achieve a record high output of industrial raw coal above designated size. Crude oil production has been stable for three consecutive years and has exceeded 200 million tons. The output of industrial natural gas above designated size has increased by more than 10 billion cubic meters for eight consecutive years. The energy consumption structure has been continuously optimized, and the level of green and low-carbon development has been further improved.

 

At present, my country's energy development is also facing some risks and challenges. The international situation is complex and severe, the rate of oil and gas outsourcing is still high, the rapid growth of new energy has put forward higher requirements for system absorption, key energy technology and equipment research and development still needs to be strengthened, and the reform of energy system and mechanism needs to be deepened. The "Guiding Opinions" put forward targeted policy measures, which will help guide all localities and relevant units to further accelerate the planning and construction of new energy systems, work together to complete the "14th Five-Year Plan", and help my country's economy continue to recover with high-quality energy development and high-level security, and meet the people's growing demand for energy for a better life.

Main considerations

The Guiding Opinions adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th CPC National Congress and the Second and Third Plenary Sessions of the 20th CPC Central Committee, adhere to the general working tone of seeking progress while maintaining stability, implement the new energy security strategy with higher standards, and propose to adhere to the bottom-line thinking, continuously enhance the energy security guarantee capability, give full play to the bottom-line guarantee role of fossil energy, strengthen the safe, reliable and orderly substitution of non-fossil energy, and safeguard the bottom line of energy security; adhere to green and low-carbon, continuously promote the adjustment and optimization of energy structure, coordinate the promotion of carbon reduction, pollution reduction, green growth, and increase the proportion of non-fossil energy consumption; adhere to deepening reform, continuously stimulate the vitality and momentum of energy development, place deepening the reform of energy system and mechanism in a more prominent position, and continuously and better transform institutional advantages into an inexhaustible driving force for energy development; adhere to innovation-driven, continuously cultivate and develop new energy technologies, new industries and new models, accelerate the research and development of key core energy technologies and equipment, develop new energy quality productivity according to local conditions, and promote the construction of a modern energy industry system.

Work objectives

The Guiding Opinions put forward the main goals of energy work in 2025: In terms of supply guarantee capacity, the total energy production in China will steadily increase. Coal production will be stable and increased, crude oil production will remain above 200 million tons, natural gas production will maintain rapid growth, and oil and gas reserves will continue to increase. The total installed capacity of power generation in China will reach more than 3.6 billion kilowatts, the scale of new energy power generation will be more than 200 million kilowatts, the power generation will reach about 10.6 trillion kilowatt-hours, and the inter-provincial and inter-regional power transmission capacity will continue to increase. In terms of green and low-carbon transformation, the proportion of non-fossil energy power generation capacity will increase to about 60%, and the proportion of non-fossil energy in total energy consumption will increase to about 20%. New progress has been made in the substitution of renewable energy in key areas such as industry, transportation, and construction. The policies and measures for the absorption and regulation of new energy have been further improved, and the policy mechanism for green and low-carbon development has been further improved. In terms of development quality and efficiency, the average coal consumption of thermal power units for power supply remains at a reasonable level. The utilization rate of wind power and photovoltaic power generation remains at a reasonable level, and the comprehensive benefits of photovoltaic sand control are more significant. Large coal mines have basically achieved intelligence. A unified national power market system has been initially established, and resource allocation has been further optimized.

Key tasks

The "Guiding Opinions" put forward 21 key annual tasks.

First , we will vigorously enhance our energy security capabilities by consolidating the foundation of energy security, improving regional energy coordination and security capabilities, and strengthening the management and control of major energy security risks. Second, we will actively and steadily promote the green and low-carbon transformation of energy by maintaining a good development trend of non-fossil energy, comprehensively promoting the construction of new power systems, and continuously deepening the transformation of energy development and utilization methods. Third , we will deepen energy reform and legal construction by continuously improving the energy system and mechanism, deepening the construction of a unified national power market, and continuously improving the energy legal system. Fourth, we will accelerate the promotion of self-reliance in energy science and technology by continuously improving the energy science and technology innovation system, strengthening the research and development of key energy core technologies, and cultivating, developing and expanding new energy industries and new formats. Fifth, we will effectively enhance the people's satisfaction with energy use by improving the level of service and security for people's livelihood and promoting high-quality development of county-level energy. Sixth , we will strive to improve the efficiency of energy supervision by effectively maintaining a fair and just market order and continuously strengthening power safety supervision. Seventh, we will consolidate and deepen international energy cooperation by continuously enhancing the ability to ensure overseas resource supply, comprehensively coordinating energy cooperation with key countries and regions, and actively participating in global energy governance. Eighth, we will coordinate the formulation and implementation of the energy plan from two aspects: intensifying efforts to complete the goals and tasks of the 14th Five-Year Plan energy plan and scientifically planning the 15th Five-Year Plan energy plan.
