Prevent "grid connection with problems"! Sichuan Province issues guidelines for safety management of new energy storage power stations
The Sichuan Provincial Development and Reform Commission and other departments issued the "Guidelines for Safety Management of New Energy Storage Power Stations in Sichuan Province (Interim)". The document requires strengthening construction management. The construction of new energy storage power stations should be entrusted to construction units with corresponding qualification levels in accordance with the law. It is necessary to ensure the investment in safe construction of power stations in accordance with relevant laws and regulations and national (industry) standards, and standardize the extraction and use of safety production expenses. Strengthen grid connection acceptance. Power grid companies should actively cooperate in the grid connection and acceptance of new energy storage power stations, and prevent "grid connection with illness" for power stations that do not meet the requirements of national (industry) grid connection technical standards. The dispatching and operation plan should be optimized, and the safe dispatching range of power stations should be clearly defined in the grid connection dispatching agreement, and strictly enforced.

Shandong Weifang strives to achieve energy storage of more than 1GW by 2025! 3.1GWh included in key projects
The Information Office of the Weifang Municipal Government of Shandong Province held a series of press conferences themed "Leading the Way and Building a Better Weifang" (the sixth issue), introducing the highlights and achievements of Weifang's development and reform work in 2024 and the key work plans for 2025, and answering questions from reporters. The People's Government of Songjiang District, Shanghai, has issued a public opinion solicitation for the "Management Measures for Precision Response of Virtual Power Plants in Songjiang District, Shanghai (Trial)". It is mentioned that if the user who participates in the precise response of the virtual power plant in Songjiang District has an actual regulation amount between 90% and 110% of the agreed response amount, a precise response incentive will be given according to the actual regulation amount. Day-ahead response and intraday response will be given at a rate of 2 yuan/kWh, rapid response at a rate of 4 yuan/kWh, and real-time response at a rate of 6 yuan/kWh (the precise response incentive for a single user shall not exceed 100,000 yuan per year).

The Development and Reform Commission of Yangpu District, Shanghai, issued a notice soliciting public opinions on the "Yangpu District Action Plan for Accelerating the Green and Low-carbon Transformation (2025-2030) (Draft)". The document proposes that by 2030, green and low-carbon transformation in key areas will have made positive progress, green production and lifestyles will have been basically formed, the efficiency of major resource utilization will have been further improved, and the policy and standard system supporting green and low-carbon development will have been further improved. Improve the electricity demand response mechanism, carry out the construction of virtual power plants, guide large industrial electricity users, industrial and commercial interruptible users, electric vehicle charging network users, etc. to actively participate in the load demand side response, and promote the pilot of building power demand side management and V2G technology development demonstration. The National Energy Administration issued the "Guiding Opinions on Energy Work in 2025". It pointed out that it is necessary to issue policy documents to promote the high-quality development of the green certificate market, implement the green electricity consumption promotion mechanism, improve the renewable energy consumption responsibility weight system, and consolidate the green electricity consumption responsibility of power users. Establish a market mechanism that adapts to the extensive participation of new energy storage and virtual power plants. Increase the efforts to tackle major technical problems in the development of new energy, promote the smart grid, coal, oil and gas national science and technology major projects and four national key research and development projects in the energy field with high quality, and strengthen the innovation and forward-looking layout of new energy storage and other technologies, especially long-term energy storage technology. Deepen the research on key issues such as technological innovation and industrial development of new energy storage, and strengthen the tracking of new energy storage pilot projects. Promote the pilot of new technologies and new models such as network-building technology, system-friendly new energy power stations and smart microgrids, and computing-electricity collaboration.
