Two ministries: Energy storage configuration shall not be a prerequisite! Market-oriented reform of new energy grid-connected electricity prices!

 

The National Development and Reform Commission and the National Energy Administration issued the "Notice on Deepening the Market-oriented Reform of New Energy Grid-connected Electricity Prices and Promoting the High-quality Development of New Energy". The document clearly states that we must resolutely correct improper interference in the electricity market, and we must not unreasonably allocate costs to new energy, and we must not use energy storage as a precondition for the approval, grid connection, and access to the grid of new energy projects. For new energy projects that enjoy financial subsidies, the subsidy standards for the reasonable utilization hours of the entire life cycle shall be implemented in accordance with the original regulations. The spot market price limit shall be appropriately relaxed. The upper limit of the spot market price declaration shall be determined by considering factors such as the current peak electricity price level of industrial and commercial users in various places, and the lower limit of the declared price shall be determined by considering other benefits that new energy can obtain outside the electricity market. The specific details shall be formulated and adjusted in a timely manner by the provincial price authorities in consultation with relevant departments. For new energy stock projects put into operation before June 1, 2025 : the mechanism electricity price shall be implemented in accordance with the current price policy and shall not be higher than the local coal-fired power benchmark price. The implementation period shall be determined in accordance with the current relevant policy guarantee period. Concentrated solar power generation projects and offshore wind power projects that have been competitively configured shall be implemented in accordance with the current policies of various places. For new energy incremental projects put into operation from June 1, 2025 : (2) Mechanism electricity price, which is formed by local governments organizing voluntary bidding for projects that have been put into operation and will be put into operation within the next 12 months and have not been included in the scope of the mechanism implementation. In the initial stage, projects with large cost differences can be organized by technology type. During the bidding, the selected projects are determined from low to high according to the bids. In principle, the mechanism electricity price is determined according to the highest bid of the selected projects, but shall not be higher than the bidding ceiling. The bidding ceiling is determined by the provincial price authorities taking into account reasonable cost-benefit, green value, power market supply and demand situation, user affordability and other factors. In the initial stage, the bidding floor can be set by considering cost factors and avoiding disorderly competition.

Changzhou, Jiangsu: Zero-carbon support up to 1 million yuan! Energy storage subsidy 0.3 yuan/kWh

Notice of the Office of the Changzhou Municipal Government of Jiangsu Province on the Issuance of Several Policies to Further Support the Innovation and Development of Enterprises. The document proposes to support the promotion of large-scale application of energy storage in the field of new energy, and to provide investment and operation support of up to 0.3 yuan/kWh based on the discharge volume for new energy storage power stations with an installed capacity of 0.5 MW and above from the month after grid connection and commissioning . Construction companies that have obtained provincial green and smart construction pilot projects in the current year will receive a maximum support of 200,000 yuan. Support the green and low-carbon transformation of enterprises. For parks included in the city's near-zero-carbon park pilot plan, a maximum support of 500,000 yuan will be provided. For near-zero-carbon demonstration parks that have completed pilot creation and passed acceptance, a maximum support of 500,000 yuan will be provided. For newly recognized provincial and above zero-carbon factories and zero-carbon industrial parks, a maximum support of 1 million yuan will be provided; for newly recognized municipal near-zero-carbon factories, a maximum support of 500,000 yuan will be provided.

Encourage the configuration of energy storage! Gansu Lanzhou distributed photovoltaic carrying capacity assessment results released

 

State Grid Lanzhou Power Supply Company evaluated the distributed photovoltaic carrying capacity of the city's power grid in accordance with the "DL/T2041-Guidelines for the Assessment of the Carrying Capacity of Distributed Power Sources Accessed to the Grid" of the National Energy Administration. On February 8, the Lanzhou Municipal Development and Reform Commission released the evaluation results of the distributed photovoltaic carrying capacity of Lanzhou in the first quarter of 2025. Distributed photovoltaics can be accessed after review in 17 places such as Longquan Township, and other areas can be directly accessed. It is encouraged to improve the access carrying capacity of distributed photovoltaics through measures such as configuring energy storage and access to 10 kV and above voltage levels . 1. Priority is given to the development and construction of distributed photovoltaic projects in green areas ; for distributed photovoltaic projects that really need to be accessed in yellow areas, special analysis should be carried out, and development and construction should be carried out after the conditions for consumption are implemented. 2. Encourage household photovoltaics to "self-generate and use, and surplus electricity is connected to the grid" and industrial and commercial photovoltaics to "self-generate and use all", so as to achieve local consumption on the user side and reduce the operating pressure of the public power grid; 3. Encourage measures such as configuring energy storage and access to 10 kV and above voltage levels to improve the access carrying capacity of distributed photovoltaics.

Good news for energy storage! Sichuan's summer peak hours increase to 3 hours

 

The Sichuan Provincial Development and Reform Commission issued the "Notice on Further Adjusting the Time-of-Use Electricity Price Mechanism in Our Province (Draft for Comments)", which mentioned that according to the power supply and demand situation and load characteristics in different seasons, the peak, flat and valley periods will be adjusted according to the seasons.

 

The adjusted peak, flat and valley periods are:

Spring and Autumn (March-June, October, November): Peak hours: 10:00-12:00, 17:00-22:00; Flat hours: 8:00-10:00, 12:00-17:00; Low hours: 22:00-8:00 the next day;

Summer (July, August, September): Peak hours: 11:00-18:00, 20:00-23:00; Flat hours: 7:00-11:00, 18:00-20:00, 23:00-1:00 the next day; Off-peak hours: 1:00-7:00;

Winter (December, January, February): Peak hours: 10:00-12:00, 16:00-22:00; Flat hours: 8:00-10:00, 12:00-16:00, 22:00-24:00; Off-peak hours: 0:00-8:00;

 

Based on the actual electricity load in Sichuan Province in each season, the peak electricity price in winter (December and January) will be cancelled, the peak time in summer (July and August) will be adjusted from 2 hours to 3 hours, and a flexible peak electricity price mechanism will be established according to the temperature conditions.

Notice of the draft for approval of the Technical Requirements for Energy Consumption per Unit of Lithium-ion Battery Cathode Materials

 

According to the industry standard formulation and revision plan, relevant standardization technical organizations have completed the formulation and revision of four industry standards, including the "Technical Requirements for Energy Consumption per Unit Product of Lithium-ion Battery Positive Electrode Materials". Before the above standards are approved and issued, in order to further listen to opinions from all walks of life, they are now publicized, with a deadline of March 14, 2025. This document specifies the energy consumption level, technical requirements and statistical scope of lithium-ion battery positive electrode materials per unit product, and describes the calculation method. This document is applicable to the calculation and assessment of energy consumption of lithium-ion battery positive electrode material manufacturers such as lithium manganese oxide, lithium cobalt oxide, lithium iron phosphate, and ternary materials, as well as energy consumption management for new construction and renovation and expansion projects.

6.4GW/20.86GWh! Hebei plans to arrange independent energy storage projects in 2025!

 

Hebei Development and Reform Commission released a public notice on the independent energy storage projects planned for Hebei Province in 2025. There are 37 projects with a total capacity of 6.4GW/20.86GWh. Among them, there are 23 4-hour projects and 14 2-hour projects. All of them use lithium iron phosphate battery technology , three of which use hybrid energy storage technology, and two projects are clearly grid-type energy storage.

Energy Storage Bidding丨China Petroleum Gansu Sales Company 2025 Distributed Energy Storage System Framework Procurement Project

 

This project plans to purchase distributed energy storage systems for gas stations. The system is mainly integrated with high-efficiency PCS, battery system, EMS system, cooling system and fire protection system, and the system adopts modular design. The planned purchase amount is 3.9 million yuan, and the implementation or delivery location is the designated location of Party A in Gansu Province . The deadline for obtaining bidding documents is 23:59 on February 18, 2025, and the deadline for submitting bidding documents is 8:30 on March 6, 2025.
